I was born in Maine and grew up in Salem and Beverly. I graduated from Salem State in 1976 (summa cum laude), and received the Sliver Key Award for academic excellence and the Pro Merito Award as the outstanding Political Science student. As SSC, I worked as an intern for Congressman Michael J. Harrington, both in Salem and in Washington, D.C.
I graduated from Harvard Law School in 1979 (magna cum laude). After that, I worked for a year as a law clerk on the U.S. Court of Appeals for the Ninth Circuit, then for a couple of years as an associate attorney at a law firm in Washington, D.C.
In 1983, I joined the staff of U.S. Senator Max Baucus of Montana. I worked for Senator Baucus for almost 20 years, including as Legislative Assistant (tax and trade), Legislative Director, Democratic Chief Counsel to the Senate Environment and Public Works Committee (when Senator Baucus was Chairman or Ranking Member), and Democratic Chief Counsel and Deputy Staff Director to the Senate Finance Committee (when Senator Baucus was Chairman or Ranking Member).
In 2003, I became a partner in a Washington, D..C. law firm, where I represented business, governmental, and nonprofit clients in both law and lobbying matters. In 2014, I returned to the Senate, again as Democratic Chief Counsel and Deputy Staff Director to the Senate Finance Committee, this time under Senator Ron Wyden of Oregon. I have had that position since then.

As Chief Counsel and Deputy Staff Director for the U.S. Senate Finance Committee, I advise Senator Wyden and other Democratic Senators regarding Senate procedure, constitutional and other legal matters, substantive policy, and political strategy, and I help oversee the work of the members of the Committee's Democratic professional staff.
Various articles about tax policy and legislative procedure, including "Shakespeare's Guide to Tax Policy."
My four children and two grandchildren, the works of William Shakespeare, New England professional sports (e.g., Celtics and Red Sox), classic rock and folk music.
